To get a personal property towing license or an incident management license, go to the Towing and Recovery Association of America's website first. Find their National Driver Certification Program to get a private property towing or incident management license. The National Driver Certification Program offers three levels, so knowing which one you want is critical.

2) Register for a towing license via the Texas Department of Licensing and Regulation

The next step is to apply to the Texas Department of Licensing and Regulation for a towing license. All candidates must produce a valid driver's license and national certification from the Towing and Recovery Association of America if applicable. Candidates must also fill out the proper application online or by mail and submit the non-refundable application fee. Candidates must only complete step one if they desire a private property or incident management license. Step one is optional if you simply want a consent Tow license.

3) Complete any required continuous education.

After the Texas Department of Licensing and Regulation accepts your application and grants your license, you can pursue any necessary continuing education. During their initial renewal cycle, holders with incident management licenses must complete eight hours of continuing education. Each year, holders of private property licenses and consent to TDLR License Renewal must complete four hours of continuing education.
